서산시의회 예산결산특별위원회(위원장 이정수)는 12월 16일 제310회 제2차 정례회 중 2026년도 본예산 심사와 관련해 두 시설 현장방문을 실시했다.

방문 대상은 △서산시 자원순환형 바이오가스화시설 △서산버드랜드사업소 내 야생동물 재활교육센터다.

이번 현장방문은 상임위원회에서 감액 조정된 예산안에 대해 사업현장의 운영 실태와 추진 현황을 파악하기 위해 이루어졌다.

예결위 소속 의원들은 먼저 기후환경대기과 소관의 서산시 자원순환형 바이오가스화시설을 방문했다. 의원들은 혐기성소화조 탈황설비와 배출원 현장 CO2포집 실증 설비를 확인했으며, 탈황설비 여재 교체의 필요성을 점검했다.

다음으로 서산버드랜드사업소 내 야생동물 재활교육센터에 방문했다. 의원들은 부상당한 야생동물의 치료와 재활 과정을 확인하고, 재활관리사 증원에 따른 인건비 증액의 당위성을 논의했다.

이정수 위원장은 "실제 사업 현장을 방문하여 관계자와 소통을 통해 현장의 실질적인 요구를 파악할 수 있었다"면서 "면밀히 검토해 예산이 가장 필요한 곳에 쓰일 수 있도록 심사에 최선을 다하겠다"고 했다.

한편 예산결산특별위원회는 이정수 위원장, 강문수 부위원장, 김용경 의원, 안동석 의원, 이경화 의원, 이수 의원 등 6명으로 구성됐다.

Seosan City Council Budget and Settlement Committee (Chair Lee Jung-soo) visited two facilities on December 16 during the 310th Session, 2nd Regular Meeting regarding the review of the 2026 budget.

The visited facilities included △ Seosan Circular Economy Biogas Facility △ Wildlife Rehabilitation Education Center at Seosan Birdland Project Office.

The on-site visit was conducted to identify the actual operation conditions and implementation status of the projects in relation to the budget plans adjusted downward by the standing committee.

Members of the Budget and Settlement Committee first visited Seosan Circular Economy Biogas Facility, which falls under the jurisdiction of the Climate, Environment and Atmosphere Division. Members examined the anaerobic digestion tank desulfurization equipment and on-site CO2 capture demonstration equipment at the emission source. They also inspected the necessity of replacing the desulfurization equipment media.

Next, members visited the Wildlife Rehabilitation Education Center at Seosan Birdland Project Office. Members confirmed the treatment and rehabilitation processes of injured wildlife and discussed the justification for increased personnel costs due to the expansion of rehabilitation managers.

Chair Lee Jung-soo said, "The visit to the actual project site allowed us to understand the practical needs of the site through communication with relevant personnel," and added, "We will do our best in the review to ensure the budget is used where it is most needed."

Meanwhile, the Budget and Settlement Committee is composed of six members: Chair Lee Jung-soo, Vice Chair Kang Moon-soo, Council Members Kim Yong-kyung, Ahn Dong-seok, Lee Kyung-hwa, and Lee Soo.
