◆ 연구모임 4차 회의로 마무리…실질적 지원체계 구축 합의

충남도의회 청년수산인 단체 조직화를 위한 연구모임(대표 신영호 의원)은 10일 도의회 대회의실에서 제4차 회의를 열었다. 회의에서는 지난 11월 출범한 충남청년수산인연합회의 운영 방향을 논의하고 연구모임 활동을 마무리했다. 참석자들은 청년수산인의 안정적 정착과 조직 기반 강화를 위해 도청·시·군과 관련 부서 담당자가 현장 목소리를 직접 청취하고 정책에 반영하는 협력 기반을 확대하기로 뜻을 모았다.

◆ 정착지원금 한계 드러나…제도 개선 시급

나혜훈 충남청년수산인연합회 보령지회장은 현재 정착지원금 수령 조건의 한계를 지적했다. 나 지회장은 "정착지원금이 만 40세까지로 제한되고 지자체별 지원 인원이 한정돼 있어 실제 혜택을 받을 수 있는 청년 어업인이 매우 적다"며 "지원대상 확대와 연령기준 완화 등 제도 개선이 필요하다"고 언급했다. 성상봉 충남어촌특화지원센터장은 계룡문화축제와 부산 박람회에서 이동상담소를 운영한 결과 충남 정착을 희망하는 청년·예비 귀어인 수요가 꾸준히 확인되고 있다고 보고했다.

◆ 다양한 협의 채널 통해 실효성 있는 정책 추진

신영호 의원(서천2·국민의힘)은 "이번 회의가 충남청년수산인연합회 출범 이후 향후 방향을 모색하는 중요한 첫걸음인 만큼 청년수산인의 정착 지원과 인력 확대를 위한 실효성 있는 정책 개발로 이어져야 한다"고 밝혔다. 신명식 충남청년수산인연합회 회장은 "연합회가 1차 산업을 넘어 다양한 수산업 분야로 활동 영역을 확장해 나가겠다"고 덧붙였다. 도의회는 연구모임과 간담회 등 다양한 협의 채널을 통해 현장의 어려움을 해소하고 충남 수산업의 경쟁력을 높이는 데 최선을 다할 계획이다.

◆ Research Group Concludes Fourth Meeting…Agreement on Establishing Substantial Support System

The research group for the organization of youth fisheries organizations under the Chungnam Provincial Assembly (representative Shin Young-ho) held its fourth meeting at the Assembly's main conference room on the 10th. The meeting discussed the operational direction of the Chungnam Youth Fisheries Association, which was launched in November, and concluded the research group's activities. Participants agreed to expand the cooperation framework in which officials from the provincial office, city and county governments, and related departments directly listen to voices from the field and reflect them in policy.

◆ Limitations of Settlement Support Fund Become Apparent…System Improvement Urgent

Na Hye-hun, Boryeong Branch President of the Chungnam Youth Fisheries Association, pointed out the limitations of current settlement support fund conditions. Na stated, "Settlement support funds are limited to those under 40 years old, and the number of supported persons per local government is limited, so very few young fishermen can actually benefit. Expansion of support targets and relaxation of age standards require system improvement." Sung Sang-bong, director of the Chungnam Fishing Village Specialized Support Center, reported that demand from young people and prospective returnee fishermen wishing to settle in Chungnam is being steadily confirmed as a result of operating mobile counseling services at the Gyeryong Culture Festival and Busan Expo.

◆ Pursuing Effective Policies Through Various Consultation Channels

Representative Shin Young-ho (Seocheon 2·People Power Party) stated, "Since this meeting is an important first step in exploring the future direction following the launch of the Chungnam Youth Fisheries Association, it must lead to the development of effective policies for settlement support and expansion of personnel for young fisheries workers." Shin Myeong-shik, president of the Chungnam Youth Fisheries Association, added, "The association will expand its scope of activities beyond primary industry into various fisheries sectors." The provincial assembly plans to make its best efforts to resolve field difficulties and enhance the competitiveness of Chungnam's fisheries industry through various consultation channels such as research meetings and discussion forums.
