◆ 321개 미인증, 두 달간 67개 급증

충남도의회 방한일 의원(예산군1·국민의힘)은 26일 제362회 정례회 제3차 도정질문에서 충남 교육시설 안전인증 현황을 공개했다. 도내 872개 학교 중 인증 완료 학교는 551개(63%)이며, 미인증 학교는 321개다. 8월 484개 학교에서 10월 551개 학교로 불과 두 달간 67개 학교가 집중 인증됐다. 방 의원은 "연중 상시 추진되지 않고 가을과 연말에 편중된 구조적 문제"라고 지적했다.

◆ 인증 질 관리 어려움, 재정 취약기관 부담

교육시설 안전인증제는 시설안전·실내외 환경안전 등 50개 항목을 전문기관이 심사한다. 우수 등급은 5년, 최우수 등급은 10년 효력이 유지된다. 방 의원은 "학교가 짧은 기간에 막대한 서류를 준비해야 하고, 전문기관 심사도 특정 시기에 몰려 인증의 질 관리가 어렵다"고 했다. 사립유치원·농어촌학교 등 재정 취약기관의 시설개선이 어렵고, 그린스마트미래학교 공사 중인 학교 79개, 2026년 인증 대상 학교 36개 등 구조적 부담도 남아있다.

◆ 연중 분산 추진체계 구축 촉구

방 의원은 교육청에 ▲미인증 학교 체계적 관리 ▲재정 취약기관 시설개선 지원 확대 ▲공사 학교 사전관리 체계 강화 ▲학교별 맞춤형 로드맵 및 연중 분산 추진체계 구축 등을 요구했다. 방 의원은 "교육시설 안전인증은 단순 행정절차가 아니라 학생 안전과 직결된 최소한의 기준"이라며 "연중 상시 관리로 학교가 안정적으로 인증을 준비할 수 있는 지속가능한 지원체계를 마련해야 한다"고 했다.

◆ Urges Year-Round Dispersed Implementation System

Lawmaker Bang requested the Education Office ▲systematic management of uncertified schools ▲expanded support for facility improvements in financially vulnerable institutions ▲strengthened pre-management systems for construction schools ▲establishment of customized roadmaps for each school and year-round dispersed implementation systems. Lawmaker Bang emphasized "educational facility safety certification is not a simple administrative procedure but a minimum standard directly related to student safety," and stated "through year-round management, a sustainable support system must be established so schools can prepare stably for certification."
