◆ 국가해양생태공원 12월 말 지정
충남 서산시가 가로림만을 12월 말 국가해양생태공원으로 지정할 예정이다. 전남 무안·신안, 여자만, 경북 호미반도가 함께 지정된다. 국가해양생태공원은 해양자산의 생태·경관·학술·경제적 가치를 보전하고 지속 가능한 이용과 관리를 목적으로 국가가 지정하는 구역이다. 이번 지정으로 가로림만은 국비 사업 우선 지원과 조성사업 예비타당성조사 통과가 기대된다.
◆ 세계 5대 갯벌 생태 자원 보유
가로림만은 점박이물범, 흰발농게, 거머리말 등 해양 보호 생물을 서식시킨다. 천연기념물과 멸종위기종이 서식하며 국내 최고의 해양생태계 부양 능력을 보유한 세계 5대 갯벌로 평가된다. 가로림만은 2016년 해양생물보호구역으로 지정되었으며, 서산시는 국가해양생태공원 조성을 위해 행정력을 집중해왔다.
◆ 글로벌 해양생태관광 도시 조성 추진
서산시가 지역 국회의원과 협력해 2022년 해양생태계법 개정을 주도했다. 국가해양생태공원 지원 근거를 마련한 것이다. 서산시는 지난해 7월 충남도와 공동 기자회견을 통해 사업 추진 의지를 표명했고, 보전과 이용을 양립할 수 있는 사업을 발굴했다. 서산시와 충남도는 내년 1,200억 원 규모 예비타당성조사 대응에 행정력을 집중할 방침이다. 또한 가로림만 서산갯벌 세계자연유산 등재, 국가정원 기반 조성과 갯벌 생태길 조성 등 연계사업을 추진할 계획이다. 이완섭 서산시장은 "이번 지정을 토대로 주요 사업들을 차질 없이 추진해 글로벌 해양생태관광 도시로 발전시키겠다"고 말했다.

Seosan City in South Chungcheong Province will designate Garorim Bay as a National Marine Ecological Park in late December. Muan and Sinan counties in South Jeolla Province, Yeoja Bay, and Homiban Peninsula in North Gyeongsang Province will be designated together. The National Marine Ecological Park is an area designated by the state to preserve the ecological, landscape, academic, and economic values of marine resources and enable sustainable use and management. This designation is expected to bring priority national funding support for Garorim Bay and allow passage of the preliminary feasibility study for the park development project.
◆ World's Top 5 Tidal Flats with Rich Ecological Resources
Garorim Bay serves as a habitat for various protected marine species including spotted seals, white-footed fiddler crabs, and seagrass. It is home to natural monuments and endangered species, and is evaluated as one of the world's top 5 tidal flats with Korea's highest capacity to support marine ecosystems. Garorim Bay was designated as a marine life protection area in 2016, and Seosan City has concentrated its administrative efforts on creating the National Marine Ecological Park.
◆ Promoting Global Marine Ecological Tourism City Development
Seosan City led the revision of the Marine Ecosystem Law in 2022 in cooperation with local congressional representatives. This established the foundation for support of National Marine Ecological Parks. In July last year, Seosan City held a joint press conference with South Chungcheong Province to express its commitment to advancing the project and has since identified projects that can balance conservation and use. Seosan City and South Chungcheong Province plan to concentrate administrative efforts on responding to preliminary feasibility studies valued at 120 billion won next year. Additionally, the city plans to proceed with related projects including UNESCO World Natural Heritage registration of Seosan's Garorim Bay tidal flats, establishment of national garden infrastructure, and creation of tidal flat ecological paths. Seosan City Mayor Lee Wan-seop said, "Based on this designation, we will pursue major projects without delay and develop into a global marine ecological tourism city."
