◆ 4년간 무인 교통단속장비에 3억 4,700만 원 편성

세종시는 2023년 4,200만 원, 2024년 4,200만 원, 2025년 2억 4,800만 원을 소방안전교부세로 편성했다. 2026년도 본예산안에도 안전시설 확충 부문 교통안전시설 사업 목적으로 무인 교통단속용 장비 1억 1,500만 원을 편성했다. 세종시는 행정안전부로부터 무인 교통단속 카메라 설치비 활용을 이유로 교부금이 감액된 사례는 없다고 강조했다.

◆ 중앙-지방 재정 구조 개선 필요성에는 공감

세종시는 과태료 및 범칙금 수입이 중앙정부로 귀속되는 구조가 공공회계의 수입지출 목적 일치 원칙에 위배된다는 의원 지적에 공감한다고 밝혔다. 다만 현행 지방교부세법 시행령에 안전분야가 대상사업으로 명시되어 있어 목적 외 사용이라는 지적에는 동의하지 않는다고 입장을 분명히 했다. 세종시는 앞으로도 시의회와 협력하여 관련 법규 및 절차에 따라 적법하게 시행하겠다고 밝혔다.

Sejong City expressed agreement with the lawmaker's point that the structure where fines and penalties are collected by the central government violates the principle of matching revenue and expenditure purposes in public accounting. However, Sejong City clarified its disagreement with claims of improper use, as the current Local Subsidy Act Enforcement Decree specifies safety sector projects as eligible uses. Sejong City stated it will continue to cooperate with the city council and implement projects legally in accordance with relevant laws and procedures.
