◆ 충남도·당진시·지엔씨에너지·디씨코리아 4자 투자협약 체결
충남도가 AI 대전환 선언 16일 만에 2조 원 규모 AI데이터센터를 추가 유치했다. 김태흠 충남도지사는 4일 도청 대회의실에서 오성환 당진시장, 안병철 지엔씨에너지 대표이사, 정영훈 디씨코리아 대표이사와 당진 AI데이터센터 건립 투자협약(MOU)을 체결했다.
협약에 따르면 지엔씨에너지는 당진 석문국가산업단지 내 3만3673㎡ 부지에 건축연면적 7만2885㎡ 규모 AI데이터센터를 건립한다. 지엔씨에너지는 디씨코리아 등과 특수목적법인(SPC)을 구성하고 2031년까지 2조 원을 투자한다.
◆ 신규 200명 지역 우선 채용…총 3500명 고용 창출 효과 전망
지엔씨에너지는 신규 고용 인원 200명을 지역에서 우선 채용한다. 지역 농수축산물 소비 촉진에도 협력한다. 충남도와 당진시는 AI데이터센터 건립이 원활하게 추진되도록 행정·재정 지원을 추진한다.
충남도는 센터 건립 및 운영 과정에서 3500명의 고용 창출 효과가 발생할 것으로 전망했다. 당진 AI데이터센터는 기존 유치한 데이터센터와 함께 충남도 AI 대전환과 국가 디지털 경쟁력 강화를 뒷받침할 것으로 기대된다.
◆ 김태흠 지사 "국내 최초 친환경 AI데이터센터 설립 적극 지원"
김태흠 지사는 "충남은 지난 수십 년간 반도체·디스플레이·자동차·이차전지 등 첨단 산업을 선도해왔다"며 "인공지능 시대도 견인하겠다"고 밝혔다. 김 지사는 "2030년까지 제조 공정 AI 활용률을 40%로 확대하고, 지천댐 건설과 친환경 에너지 전환을 통해 물과 전력을 안정적으로 확보할 것"이라고 강조했다.
김 지사는 "지난달 AI 특위를 출범시켰고 도내 기업·대학이 협력하는 제조공정 AI 전환 얼라이언스도 발족했다"며 "지엔씨에너지가 충남 AI 대전환에 동참하게 돼 기쁘다"고 말했다.
지엔씨에너지는 비상발전설비 생산·납품·설치·운영 업체다. 국내 비상발전설비 시장 점유율 35%, 데이터센터 비상발전설비 시장 점유율 75%를 기록하고 있다. 디씨코리아는 데이터센터 개발 및 운영 전문업체로 인천·경기 등 4곳에서 데이터센터 개발에 참여했다. 서울·경기·인천 등 5곳 데이터센터를 직접 개발·관리·운영할 예정이다.
충남도는 지난달 11일 글로벌 무역 질서 재편에 대응해 대한민국 경쟁력을 높이고 미래 먹거리를 선제적으로 확보하겠다는 의지를 담아 AI 대전환을 선언했다.

◆ Four-Party Investment Agreement Signed Among Chungcheongnam-do, Dangjin City, GNC Energy, DC Korea
Chungcheongnam-do secured an additional 2 trillion won AI data center just 16 days after declaring its AI transformation initiative. Governor Kim Tae-heum signed an investment agreement (MOU) for the Dangjin AI Data Center construction with Dangjin Mayor Oh Seong-hwan, GNC Energy CEO Ahn Byeong-cheol, and DC Korea CEO Jeong Young-hun at the provincial government conference room on December 4.
Under the agreement, GNC Energy will construct an AI data center with a total floor area of 72,885㎡ on a 33,673㎡ site within the Dangjin Seokmun National Industrial Complex. GNC Energy will form a special purpose company (SPC) with DC Korea and invest 2 trillion won by 2031.
◆ 200 New Employees to Be Hired Locally…3,500 Total Jobs Expected
GNC Energy will prioritize hiring 200 new employees from the local area. The company will also cooperate in promoting consumption of local agricultural, fishery, and livestock products. Chungcheongnam-do and Dangjin City will provide administrative and financial support to ensure smooth construction of the AI data center.
Chungcheongnam-do projects that the center's construction and operation will create 3,500 jobs. The Dangjin AI Data Center is expected to support Chungcheongnam-do's AI transformation and strengthen national digital competitiveness alongside previously secured data centers.
◆ Governor Kim Tae-heum: "We Will Actively Support Establishment of Korea's First Eco-Friendly AI Data Center"
Governor Kim Tae-heum stated, "Chungcheongnam-do has led advanced industries including semiconductors, displays, automobiles, and secondary batteries for decades." He added, "We will also lead the artificial intelligence era." Governor Kim emphasized, "We will expand AI utilization in manufacturing processes to 40% by 2030 and secure stable water and power supplies through Jicheon Dam construction and eco-friendly energy transition."
Governor Kim said, "Last month, we launched an AI special committee and established a manufacturing process AI transformation alliance with local businesses and universities." He added, "I am pleased that GNC Energy is joining Chungcheongnam-do's AI transformation."
GNC Energy produces, supplies, installs, and operates emergency power generation equipment. The company holds 35% of the domestic emergency power generation equipment market and 75% of the data center emergency power generation equipment market. DC Korea specializes in data center development and operation, participating in data center development at four locations including Incheon and Gyeonggi Province. The company plans to directly develop, manage, and operate data centers at five locations including Seoul, Gyeonggi Province, and Incheon.
Chungcheongnam-do declared its AI transformation on November 11 to enhance Korea's competitiveness and proactively secure future growth engines in response to unprecedented global trade order restructuring.
