충북 진천군이 2025년 보건복지부 지역복지평가에서 4개 부문을 석권했다. 지역사회보장계획 시행결과 분야 최우수상, 의료돌봄 통합지원 분야 최우수상, 희망복지지원단 운영 분야 우수상, 통합돌봄 우수사례 공모전 우수상을 획득했다. 진천군은 2021년부터 5년 연속 우수 기관에 선정되는 성과를 달성했으며, 이는 전국에서 유례없는 기록이다. 평가 결과는 민관 협력체계 구축과 현장 중심의 맞춤형 복지 실천, 보건의료와 복지 융합을 통한 통합돌봄 기반 확충 노력이 높게 평가된 것으로 분석된다.
◆ 우리동네 돌봄스테이션, 케어팜 등 혁신 사업
진천군은 지역 거점병원과 연계한 '우리동네 돌봄스테이션'을 운영 중이다. 어르신이 입원 후 퇴원할 때 '골든타임'에 의료서비스를 제공하는 체계다. 의료기관 퇴원 후 6개월 이상 자택 거주 비율은 지난해 대비 2.3% 증가했다. 생거진천 케어팜은 경증 치매 어르신과 돌봄이 필요한 장애인이 텃밭을 가꾸고 동물을 돌보는 농장형 돌봄 모델이다. 충남대학교 연구 결과에 따르면, 케어팜의 사회적 수익률은 1:3.2다. 100만원 투자 시 320만원의 사회경제적 효과가 발생한다는 뜻이다.
◆ 고독사 예방, 청년 고립 문제 주력
진천군은 고독사 위험군 실태조사를 정례화해 위기 징후를 조기에 파악하고 있다. 지난해 622명의 고독사 위험군을 발굴했다. 올해 충북에서 유일하게 '청년 고독사 위험군 지원사업'을 시행 중이다. 군 관계자는 "진천군의 복지는 보여주기식이 아닌 군민의 삶을 실질적으로 변화시키는 체감 복지"라며 "2026년 돌봄통합지원법 전면 시행에 대비해 지역 중심의 통합돌봄 전달체계를 강화하겠다"고 밝혔다.

Jincheon County operates "Our Neighborhood Care Station" in partnership with regional hub hospitals. The rate of residents remaining in their homes six months after hospital discharge increased 2.3 percent year-over-year. Saengeo Jincheon Care Farm is a farm-based care model where seniors with mild dementia and persons requiring care cultivate vegetable gardens and care for animals. According to research from Chungnam National University, Care Farm generates a social return on investment ratio of 1:3.2. A 1 million won investment produces approximately 3.2 million won in socioeconomic effects.
◆ Focused Efforts on Preventing Deaths from Isolation and Addressing Youth Isolation
Jincheon County has institutionalized a survey of at-risk populations for deaths from isolation, identifying crisis signs early. Last year, it identified 622 individuals at risk of death from isolation. This year, it is exclusively implementing a "Youth At-Risk-for-Isolation Support Project" in North Chungcheong Province. A county official stated, "Jincheon County's welfare is not for show but real welfare that practically changes residents' lives," adding "We will strengthen the region-based integrated care delivery system in preparation for the full implementation of the Comprehensive Care Support Act in 2026."
